ELK TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES October 2, 2006 The Elk Township Board of Supervisors meeting convened at 7:00 PM at the Elk Township Building, Lewisville, PA. The following Supervisors were present: Chairman Palmer Durborow, Vice Chairman Estace Walters, and Member Albert Jezyk Jr. PUBLIC COMMENT ON AGENDA ITEMSNo public comment. Hill Estates Preliminary Subdivision Plan On a motion made by Estace Walters, seconded by Al Jezyk, the Board agreed to accept the Government Specialists, Inc. extension letter dated September 27, 2006 for the Fair Hill Estates Preliminary Subdivision Plan. The vote was unanimous. Act
537 Plan Pal Durborow explained that Township Engineer Stan Corbett conducted the Act 537 survey of Lewisville District residents and will re-survey any properties that were missed. Longview
Farms Sewage Facilities Planning Module Pal Durborow stated that the Township has received public comments in response to the Longview Farms Sewage Facilities Planning Module Public Notice. The comments will be forwarded to the Township Engineer and will be included in the submission of the module to the Pennsylvania Department of Environmental Protection. Wooden
Street Name Signs Request Pal Durborow referred to correspondence dated September 22, 2006 requesting that the metal street name signs in the Township be replaced with wooden post style signs. The Board agreed that it would be costly to install wooden signs and noted that the Pennsylvania Department of Transportation is considering making metal signs mandatory. Route
896 Corridor Plan Pal Durborow referred to New London Township correspondence dated September 1, 2006 and Franklin Township correspondence dated September 1, 2006 regarding the Route 896 Corridor Plan, which is available for public review and comment. Regional
Household Hazardous Waste Collection Program On a motion made by Estace Walters, seconded by Al Jezyk, the Board agreed to commit to the 2007-2009 Regional Household Hazardous Waste Collection Program. The vote was unanimous. Springlawn
Road Trail Improvement Grant Addendum On a motion made by Estace Walter, seconded by Al Jezyk, the Board agreed to sign the Springlawn Road Trail Improvement Grant Addendum extending the contract expiration to May 1, 2007. The vote was unanimous. Chrome
Barrens Preserve Hunting Permit Pal Durborow stated that fifty-one (51) hunting permits for the Chrome Barrens Preserve have been issued. Nature Conservancy Volunteers have requested the Board’s permission to work in the Barrens during bow hunting season, and to chip brush cuttings. The Board agreed to consult with the Township Solicitor regarding volunteers working during bow hunting season and agreed to allow the brush cuttings to be chipped. Wilson
King Agricultural Security Area Application Tax Parcel 70-3-22 Pal Durborow stated that due to a change in property ownership, the Township is not able to take action on the Wilson King Agricultural Security Area Application for Tax Parcel #70-3-22. Notification of such has been forwarded to the new owner but has been returned by the Post Office as undeliverable. 2007
Budget Work Meeting Pal Durborow stated that the Board will schedule, and advertise as required, the 2007 Budget Work Meeting. Department
of Community and Economic Development Grant (DCED) Pal Durborow stated that the Township has applied for a DCED grant in the amount of $10,000.00 to be used towards improvements to the Township Building heating and air conditioning system. STAFF REPORTSSecretary’s Report On a motion made by Estace Walters, seconded by Al Jezyk, the September 5, 2006 Meeting Minutes were approved. The vote was unanimous. Treasurer’s Report On a motion made by Estace Walters, seconded by Al Jezyk, the Bills to be Paid for October were approved. The vote was unanimous. Tax Collector Real Estate taxes collected for August were $184.84 and September were $119.43. Planning Commission
Pal Durborow referred to the September Planning Commission Meeting Minutes. Melanie Hesse stated that the Planning Commission will begin work on the Water District Overlay Amendment. Open Space CommitteeThe Board approved the Open Space Committee’s request for permission to purchase referendum signage. Pal Durborow stated that the Board will remain non-partisan in regards to the November 7th Open Space Referendum. Zoning Hearing BoardNo activity. Zoning Officer Pal Durborow referred to the August and September Zoning Officer reports stating that five (5) building permits and two (2) Use & Occupancy Permits were issued. ROADMASTER Pal Durborow stated that most of the roadwork has been
completed with the exception of Blake Road paving which will be completed
next year. The Board will continue to
address road issues as they arise but will only expend funds on emergency
work when needed. Pal stated that the Pennsylvania Vehicle Code has been
amended to allow the speed limit in a residential district to be lowered to
25mph without the requirement of a traffic engineering study. POST OFFICE COMMITTEE REPORT OLD BUSINESS No old business. NEW BUSINESSNo new business. PUBLIC COMMENT
