ELK TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES November 6, 2006 The Elk Township Board of Supervisors meeting convened at 7:00 PM at the Elk Township Building, Lewisville, PA. View Farms Preliminary Subdivision Plan On a motion made by Pal Durborow, seconded by Estace Walters, the Board agreed to accept the Government Specialists, Inc. extension letter dated October 25, 2006 for the Long View Farms Preliminary Subdivision Plan. The vote was unanimous. Long
View Farms Sewage Facilities Planning Module Pal Durborow stated that the Township has received additional public comment in response to the Longview Farms Sewage Facilities Planning Module Public Notice. The comments will be forwarded to the Township Engineer and will be included in the submission of the module to the Pennsylvania Department of Environmental Protection. Executive
Session Pal Durborow stated that an Executive Session was held with the Township Solicitor Sam McMichael and Yerkes Associates to discuss the Long View Farms and Fair Hill Estates Preliminary Subdivision Plans. Outstanding issues for the Long View Farms plan include replacement area easements and the property line for the add-on lot. Outstanding issues for the Fair Hill Estates plan include road improvements and the inclusion of a cul-de-sac. Included in the Executive Session was discussion regarding the appointment of a new Roadmaster in December. 2007
Proposed Budget Pal Durborow stated that the 2007 Proposed Budget has been advertised as ready for inspection and that adoption of the Final Budget will be scheduled for December. 2007
Board of Supervisors & Auditors Reorganization Meeting Pal Duroborow stated that the Board of Supervisor’s Reorganization Meeting is scheduled for Tuesday, January 2, 2007; and that the Auditor’s Reorganization Meeting is scheduled for Wednesday, January 3, 2007. Open
Space Referendum Informational Public Meeting Pal Durborow stated that the Open Space Referendum Informational Public Meeting was held on October 23rd. Pal stated that the “vote yes” signs were paid for by a private citizen and that the printing of the brochure was paid for by the Brandywine Conservancy. STAFF REPORTSSecretary’s Report On a motion made by Pal Durborow, seconded by Estace Walters, the October 2, 2006 Meeting Minutes were approved. The vote was unanimous. Treasurer’s Report On a motion made by Pal Durborow, seconded by Estace Walters, the Bills to be Paid for November were approved. The vote was unanimous. Tax Collector Real Estate taxes collected for October were $140.51. Planning Commission
Pal Durborow referred to the October Planning Commission Meeting Minutes Zoning Hearing BoardNo activity. Zoning Officer Pal Durborow referred to the October Zoning Officer report stating that two (2) Use & Occupancy Permits were issued. POST OFFICE COMMITTEE REPORT OLD BUSINESS No old business. John Groce asked if the Township was still accepting responses to the Long View Farms Sewage Facilities Module Public Notice. Pal stated that the module has not been submitted to DEP and responses are still being accepted. Delbert Steele asked if a pipe could be installed at the gun club entrance to improve water drainage.
