ELK TOWNSHIP BOARD OF SUPERVISORS

MEETING MINUTES

May 1, 2006

 

The Elk Township Board of Supervisors meeting convened at 7:00 PM at the Elk Township Building, Lewisville, PA.  The following Supervisors were present:  Chairman Palmer Durborow, Vice Chairman Estace Walters and Member Albert Jezyk.

 

PUBLIC COMMENT ON AGENDA ITEM

No public comment.

 

ADMINISTRATIVE ACTION/PRESENTATIONS/CORRESPONDENCE

Fair Hill Estates (Wright Property) Preliminary Subdivision Plan

On a motion made by Estace Walters, seconded by Albert Jezyk, the Government Specialist, Inc. extension letter dated April 20, 2006 for the Fair Hill Estates Preliminary Subdivision Plan was accepted conditioned upon changing “Long View Farms Preliminary Subdivision Plan” in paragraph two to “Fair Hill Estates Preliminary Subdivision Plan”.  The vote was unanimous.

 

Long View Farms (Dougherty Property) Preliminary Subdivision Plan

On a motion made by Estace Walters, seconded by Al Jezyk, the Government Specialist, Inc. extension letter dated April 18, 2006 for the Long View Farms Preliminary Subdivision Plan was accepted.  The vote was unanimous.

 

Executive Session

Pal Durborow stated that the Board held an Executive Session with Alternate Township Engineer Yerkes Associates to discuss unresolved issues regarding Long View Farms including the sewage module and the inclusion of a cul-de-sac.

 

Chrome Barrens Preserve – Mike Bertram Correspondence dated April 26, 2006

Pal Durborow referred to Mike Bertram correspondence dated April 26, 2006 requesting permission to clear certain areas in the Chrome Barren Preserves of trees and to plant serpentine grass seeds.  The Board agreed that this would be acceptable conditioned upon approval by the Nature Conservancy.

 

Larry Zimmers Plot Plan

Pal Durborow stated that a revised Plot Plan for property owned by Larry Zimmers (previously owned by Wilson King) has been submitted to the Township.  Mr. Zimmers is requesting permission to install pipe in the Township road right-of-way.  Township Engineer Stan Corbett and Township Solicitor Sam McMichael have reviewed the plan and advise that various issues to be addressed.

 

Springlawn Road Trail Improvements

Pal Durborow stated that the Springlawn Road Trail Improvements have been advertised for bidding.

 

Elk Township Historic Commission

The Elk Township Historic Commission has donated a framed print of an old Township Map to the Township Building for display.

 

Pal Durborow stated that the Board of Supervisors would like to appoint Fran Jackson as a Consultant to the Elk Township Historic Commission.

 

Elk Township Spring Clean-up Day

The Board expressed thanks to the residents that participated in the spring clean-up day on April 15th.

 

STAFF REPORTS

Secretary’s Report

On a motion made by Estace Walters, seconded by Albert Jezyk, the April 3, 2006 Meeting Minutes were approved.

 

Treasurer’s Report

On a motion made by Estace Walters, seconded by Albert Jezyk, the Bills to be Paid for May were approved.  The vote was unanimous.

 

Tax Collector

Real Estate:      $11,608.21

 

Planning Commission

Pal Durborow referred to the April Planning Commission Meeting Minutes.

 

Executive Session

Pal Durborow stated that an Executive Session with the Township Solicitor and Township Engineer to discuss the Subdivision & Land Development Ordinance will be scheduled.

 

Zoning Hearing Board

No activity.

 

Zoning Officer

Pal Durborow referred to the April Zoning Officer Report stating that three (3) Building Permits and one (1) Use & Occupancy Permit were issued.  On-going projects include The Bluffs at Big Elk Creek, various single homes and various inquiries regarding codes, zoning, etc. 

 

Roadmaster

Roadmaster Michael Arbolino stated that he disposed of trash from the spring clean-up day.  Harlan Construction has begun work on Old Forge Road and will be working on Rogers Road.

No report.

 

OLD BUSINESS

Spring Compost Bin Distribution

Pal Durborow stated that the Township is not able to meet the requirements of the Chester County Solid Waste Authority composting program, however, an East Nottingham Township representative has advised that he is willing to conduct composting classes at to cost to participants.  Pal advised residents to let the Township know if they are interested in participating.
