BOARD OF SUPERVISORS

MEETING MINUTES

March 3, 2008

 

The Elk Township Board of Supervisors Meeting convened at 7:00 PM at the Elk Township Building, Lewisville, PA.  The following Supervisors were present: Chairman, Palmer Durborow and Member, Albert Jezyk, Jr.  Vice Chairman, Estace Walters was not in attendance.

 

PUBLIC COMMENT ON AGENDA ITEMS

There was no public comment.

 

ADMINISTRATIVE ACTION/PRESENTATIONS/CORRESPONDENCE

Frank Woolsten Preliminary /Final Subdivision Plan

On a motion made by Pal Durborow, seconded by Albert Jezyk, the Board accepted the Lake Roeder Hillard & Associates extension letter dated February 26, 2008 for the Frank Woolsten Preliminary/Final Subdivision Plan. The vote was unanimous amongst Supervisors present.

 

The Bluffs at Big Elk Creek

The Township has received complaints from residents of The Bluffs at Big Elk Creek in regards to the roads not being plowed and salted.  Pal referred to Township correspondence dated February 26, 2008 to Gemcraft Homes reminding them of their responsibility for winter road maintenance.

 

American Towers Conditional Use Application

Pal Durborow stated that a Conditional Use Application has been received from American Towers for the installation of equipment on an existing tower at 253 Mt. Olivet Road.  The Conditional Use Hearing is scheduled for March 24th at 6:30 P.M.

 

STAFF REPORTS

Secretary’s Report

On a motion made by Pal Durborow, seconded by Albert Jezyk, the February 4, 2008 Board of Supervisors Meeting Minutes were approved.  The vote was unanimous amongst Supervisors present.

 

Treasurer’s Report

On a motion made by Pal Durborow, seconded by Albert Jezyk, the Bills to be Paid for March were approved.  The vote was unanimous amongst Supervisors present.

 

Tax Collector

Real Estate:      $242.28

 

Planning Commission

Pal Durborow referred to the February Planning Commission Meeting Minutes stating that Joseph D’Amico of To-Jo Mushrooms was present to discuss the possibility of expanding their “indoor” composting operation into Elk Township; and Stan Corbett was present to review the Sewage Facilities Plan for Elk Township.

 

Zoning Hearing Board

No activity.

 

Zoning Officer

Pal Durborow referred to the January/February Zoning Office Report stating that three (3) Building Permits and two (2) Use & Occupancy Permits were issued. On-going projects include The Bluffs at Big Elk Creek, various single homes and various inquiries regarding codes, zoning, etc.

 

Roadmaster

Pal Durborow referred to the February Roadmaster Report stating that roads were inspected for potholes; trash was picked up; the state was informed of road conditions on State Road; and that Carter & Sons did a nice job of taking care of the roads during a few storms.

 

Post Office Committee

Pal Durborow referred to the 1st Quarter Post Office Committee reflecting a beginning balance of $12,155.63 and ending balance of $12,522.89.

 

Historic Commission

No report.

 

OLD BUSINESS

Spinglawn Road

Pal Durborow stated that the Board will install additional posts at the Springlawn Road Trail gate to prevent ATV’s from entering the trail.

 

Act 537 Plan

Pal Durborow stated that the Board attended the February Planning Commission Meeting to review the Act 537 Plan with Township Engineer Stan Corbett

 

PUBLIC COMMENT

John Groce asked if there will be a Township clean-up day.  The Board scheduled the annual Township clean-up day for April 19th. 

 

Mark Plaugher asked if there is anything new regarding the Erinc property.  Pal Durborow stated there is nothing new since last month other then the attendance of To-Jo Mushrooms at the February Planning Commission Meeting.
