ELK TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES August 7, 2006 The Elk Township Board of Supervisors meeting convened at 7:00 PM at the Elk Township Building, Lewisville, PA. The following Supervisors were present: Chairman Palmer Durborow and Vice Chairman Estace Walters. PUBLIC COMMENT ON AGENDA ITEMSNo public comment. ADMINISTRATIVE ACTION/PRESENTATIONS/CORRESPONDENCEFair Hill Estates Preliminary Subdivision PlanPal Durborow stated that the Conditional Use Hearing for Fair Hill Estates is scheduled for August 29, 2006 at 7:00 PM. On a motion made by Estace Walters, seconded by Pal Durborow the Government Specialists, Inc. extension letter dated April 20, 2006 for the Fair Hill Estates Preliminary Subdivision Plan was accepted. Long View Farms Preliminary Subdivision Plan On a motion made by Estace Walters, seconded by Pal Durborow the Government Specialists, Inc. extension letter dated April 18, 2006 for the Long View Farms Preliminary Subdivision Plan was accepted. Road Trail Improvement Bid Package The Springlawn Road Trail Improvement Bid Package is complete and has been advertised. The bid opening date is August 28th at 12:30 PM. New London Township Land Use Assumptions REportPal Durborow referred to McCormick Taylor correspondence dated July 26, 2006 stating that a public hearing for the consideration of the New London Township Land Use Assumption Report is scheduled for August 28th. Agricultural Security Area Application Emigh-Hart PropertyPal Durborow stated that a Proposal for Modification of an Agricultural Security Area has been received for property owned by William and Susan Emeigh-Hart. Winter Services 2006-2007 Traffic Agreement Pal Duborow stated that the PennDOT Winter Services 2006-2007 Traffic Agreement has been received. The agreement provides reimbursement from PennDOT for the plowing of state roads within the Township. Leaf
Waste Requirements – PennDOT Correspondence dated July 7, 2006 Pal Durborow referred to PennDOT correspondence dated July 7, 2006 stating that leaf waste is not to be thrown out with household garbage or burned. Executive
Session Pal Durborow stated that an Executive Session with the Solicitor was held on July 13th to discuss various Township issues. STAFF REPORTSSecretary’s Report On a motion made by Estace Walters, seconded by Pal Durborow, the July 3, 2006 Meeting Minutes were approved. Treasurer’s Report On a motion made by Estace Walters, seconded by Pal Durborow, the Bills to be Paid for August were approved. The vote was unanimous. Pal Durborow referred to the July Planning Commission Meeting Minutes. Zoning Hearing BoardNo activity. Zoning Officer Pal Durborow referred to the July Zoning Officer Report stating that two (2) Building Permits and one Certificate of Occupancy were issued On-going projects include The Bluffs at Big Elk Creek, various single homes and various inquiries regarding codes, zoning, etc. RoadmasterPal Durborow referred to the July Roadmaster Report
stating that signage has been installed and that roadside trimming needs to
be done. Pal referred to URS correspondence dated August 3, 2006
regarding Barren Road storm water grading improvements and to Lawrence Bishop
