ELK TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES April 3, 2006 The Elk Township Board of Supervisors meeting convened at 7:00 PM at the Elk Township Building, Lewisville, PA. The following Supervisors were present: Chairman Palmer Durborow, Vice Chairman Estace Walters and Member Albert Jezyk. PUBLIC COMMENT ON AGENDA ITEMNo public comment. ADMINISTRATIVE ACTION/PRESENTATIONS/CORRESPONDENCEAgricultural Security Area Application – Wilson King Property Tax Parcel #70-3-22The Agricultural Security Area (ASA) Application for the Wilson King Property Tax Parcel Number 70-3-22 needs to be signed by the new owner prior to the adoption of a Resolution adding the property to the ASA. Agricultural Security Area Application – George Strawbridge Property Tax Parcel #70-5-6, 70-5-7, 70-5-8, 70-5-15 & 70-5-15.3The Agricultural Security Area (ASA) Application for the George Strawbridge Properties Tax Parcels Numbers 70-5-6, 70-5-7, 70-5-8, 70-5-15 and 70-5-15.3 has been received. The Secretary will need to verify if Mr. Strawbridge’s Trustees must also sign the application. Elk Township Annual Audit & Financial Report.Pal Durborow referred to the Elk Township Annual Audit & Financial Statement Report and thanked Auditors Alesia Steward and Craig Lewis for their time and efforts in completing the audit. Long View Farms Preliminary Subdivision Plan (Dougherty Property)Pal
Durborow referred to Yerkes correspondence dated March 17, 2006 and Chester
County Planning Commission Component 4B dated March 17, 2006 for the Long
View Farms (Dougherty Property) Preliminary Subdivision Plan (Wright
Property) dated October 29, 2004 Latest Revision January 5, 2006. Pal stated that the revised plan shows
changes to septic system locations and that various other issues need to be
addressed, including the location of a cul-de-sac. Reviews by the Chester County Health Department and the Elk
Township Planning Commission are pending.
Springlawn Road TrailThe Springlawn Road Trail Agreement has been signed and the Township may proceed with bidding. On a motion made by Al Jezyk, seconded by Estace Walters, the Board agreed to authorize Crossan-Raimato, Inc. to proceed with placement of the monuments as necessary to proceed with the Springlawn Road Trail Project. The vote was unanimous. Hickory Hill Covered Bridge Lighting
Pal Durborow referred to McCormick Taylor correspondence dated March 17, 2006 stating that lighting will be installed on the Hickory Hill Road Covered Bridge. SCCEMS Annual Operations ReportPal Durborow referred to the Southern Chester County Emergency Medical Services Operations Report. National Incident Management System Compliance TrainingPal Durborow stated that all Township Supervisors are required to complete an introductory National Incident Management System training course. DCED Grant Contract AddendumThe Department of Community and Economic Development has approved the Grant Contract Addendum allowing grant funds to be used for electrical improvements in the Township Building. Historic Commission Appointment of Members On a motion made by Estace Walters, seconded by Albert Jezyk, the following Elk Township residents were appointed to the Elk Township Historic Commission:
Delbert Steele, Chairman Millard McComsey, Treasurer Mary Gruber, Secretary Virginia Steele, Member The vote was unanimous. Open Space CommitteeMelanie Hesse referred to Tara Tracy’s correspondence dated March 16, 2006 updating the Board on the Open Space Committee’s efforts to date and outlining goals for the future. Oxford Area Regional Cooperative The Board agreed to participate in the 2006/2007 Oxford Area Regional Cooperative for roadwork and materials, tree work and diesel fuel. Subdivision
and Land Development Ordinance Revised Draft Pal Durborow stated that the Township Solicitor and Township Engineer are in the process of reviewing certain sections of the draft Subdivision and Land Development Ordinance. Executive
Session Pal Durborow stated that the Township Engineer and Township Solicitor met with representatives of the Pennsylvania Department of Environmental Protection to discuss the Township’s concerns regarding community sewage systems. Executive
Session – Erinc Property Pal Durborow stated that the Township Engineer and Township Solicitor met with representatives for the Erinc property to discuss various engineering and legal issues. Proposed R-2 Zoning Amendment Pal Durborow referred to the proposed R-2 Amendment which has been forwarded to the Chester County Planning Commission and the Elk Township Planning Commission for review. Spring Clean-up Day
The Spring Clean-up Day is scheduled for April 15, 2006 from 9:00 AM to 12:00 PM. STAFF REPORTSSecretary’s Report On a motion made by Estace Walters, seconded by Albert Jezyk, the March 6, 2006 Meeting Minutes were approved. Treasurer’s Report On a motion made by Estace Walters, seconded by Albert Jezyk, the Bills to be Paid for April were approved. The vote was unanimous. Tax Collector Real Estate: $6,306.30 Planning CommissionPal Durborow referred to the March Planning Commission Meeting Minutes. Zoning Hearing BoardNo activity. Zoning Officer Pal Durborow referred to the March Zoning Officer Report stating that one (1) Building Permit was issued. On-going projects include The Bluffs at Big Elk Creek, various single homes and various inquiries regarding codes, zoning, etc. RoadmasterPal Durborow referred to the March Roadmaster
Report. Pal stated that the Board met
with the Roadmaster and Dave Harlan to discuss road projects to be completed

Melanie Hesse asked if the State or Township is responsible for bridges in the Township. Pal Durborow stated that the State is responsible for bridges except for covered bridges, which are the responsibility of the county. Dan Williams stated that PennDOT has completed work on Route 472 but there are areas near Glen Hope Road that still need work.
