ELK TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES December 3, 2007 The Elk Township Board of Supervisors meeting convened at 7:00 PM at the Elk Township Building, Lewisville, PA. The following Supervisors were present: Chairman, Palmer Durborow; Vice Chairman, Estace Walters; and Member, Albert Jezyk, Jr. present. PUBLIC COMMENTNo public comment. The vote was unanimous. Long View Farms Final Subdivision PlanOn a motion made by Estace Walters, seconded by Al Jezyk, the Government Specialists, Inc. extension letter dated November 21, 2007 for the Long View Farms Final Subdivision Plan was accepted. The vote was unanimous. Woolsten Preliminary/Final Subdivision PlanOn a motion made by Estace Walters, seconded by Al Jezyk, the Lake Roeder Hillard & Associates extension letter dated November 26, 2007 for the Woolsten Preliminary/Final Subdivision Plan was accepted. Durborow referred to Chester County Planning Commission correspondence dated
November 15, 2007 regarding the Multimunicipal Comprehensive Plan Vision
Partnership Program Grant Agreement.
On a motion made by Estace Walters, seconded by Al Jezyk, the Board agreed to sign the Multimunicipal Comprehensive Plan Vision Partnership Program Grant Agreement. The vote was unanimous. Union Fire Company 2008 Fire Protection Contract On
a motion made by Estace Walters, seconded by Al Jezyk, the Board agreed to
sign Union Fire Company 2008 Fire Protection Contract. The vote was unanimous.
SPCA 2008 Animal Protective Services Contract AgreementOn a motion made by Estace Walters, seconded by Al Jezyk, the Board agreed to sign the SPCA 2008 Animal Protective Services Contract Agreement. The vote was unanimous. ATL
Associates/Paul Lal Tax Parcel #70-5J-10 Pal Durborow referred to Chester County Health Department correspondence dated November 28, 2007 regarding a collapsed cesspool cover on property owned by ATL Associates/Paul Lal, Tax Parcel #70-5J-10. Township Codes Enforcement Officer George Guss has issued an Enforcement Notice and has consulted with Township Solicitor Sam McMichael regarding the issue. 2008
Proposed Budget Pal Durborow stated that the meeting to adopt the 2008 Proposed Budget is scheduled for December 27th at 6:30 PM. STAFF REPORTSSecretary’s Report On a motion made by Estace Walters, seconded by Al Jezyk, the November 5, 2007 Board of Supervisors Meeting Minutes were approved. The vote was unanimous. Treasurer’s Report On a motion made by Al Jezyk, seconded by Estace Walters, the Bills to be Paid for December, with the exception of Roadmaster Payroll, were approved. The vote was unanimous. On a motion made by Al Jezyk, seconded by Pal Durborow, the Bill to be Paid for Roadmaster Payroll was approved. Estace Walters abstained from the vote. Durborow referred to the November Planning Commission Meeting Minutes
requesting that the Board appoint Thomas Shar to the Planning Commission.
On a motion made by Estace Walters, seconded by Al Jezyk, the Board appointed Thomas Shar to the Elk Township Planning Commission. The vote was unanimous. Zoning Officer Pal Durborow referred to the November Zoning Officer Report stating that two (2) Building Permits and one (1) Use and Occupancy Permit were issued. One (1) Enforcement Notice was issued to ATL Associates/Paul Lal for Tax Parcel #70-5J-10. On-going projects include The Bluffs at Big Elk Creek, various single homes and various inquiries regarding codes, zoning, etc. Roadmaster Estace Walters stated that he picked up trash on roads, cleaned out various storm drains and had the truck inspected. Estace spoke with PennDOT representatives regarding “re-freezing” in the Township and stated that water drainage on King Row Road and Camp Bonsul Road needs to be addressed. Dave Harlan installed the pipe on Hickory Hill Road and East Nottingham Township took care of the pipe on Mt. Olivet Road.
